Himachal Pradesh: Milk and Environment Cess to be Included in Bills, Electricity Prices to Rise

Himachal Pradesh, February 4:

Electricity prices in Himachal Pradesh have increased this month, and consumers will now have to pay additional charges for milk and environmental cess. Domestic consumers will face an increase of 10 paise per unit, while others will see a hike ranging from 2 paise to 6 rupees per unit. More than 2.7 million consumers across the state will feel the impact of these price hikes.

Governor Shiv Pratap Shukla had approved the Electricity Tariff Amendment Act 2024 during the monsoon session of the state assembly last year. The Board had to make software modifications to collect the milk and environmental cess. These updates have now been completed, and the new charges will be added to the electricity bills issued this month. Domestic consumers will be charged the milk cess, while other consumer categories will pay both the milk and environmental cess. Domestic consumers with zero bills will be exempt from the milk cess.

Small, medium, and large industries, as well as commercial establishments, stone crushers, temporary connection holders, and electric vehicle charging stations, will be required to pay both the milk and environmental cess. For these categories, in addition to the 10 paise milk cess, the environmental cess will range from 2 paise to 6 rupees per unit.

Industries have been categorized into three groups for the purpose of the environmental cess. Small industries will pay 2 paise per unit, medium industries 4 paise, and large industries 10 paise. Commercial consumers will pay 10 paise, temporary connections will be charged 2 rupees per unit, and stone crushers will be charged 2 rupees per unit as well. Electric vehicle charging stations will be levied a 6 rupee cess per unit.
