Prime Minister Narendra Modi and Home Minister Amit Shah are in the city for the first time together, addressing the nation from the same stage. The main event will be held at the Punjab Engineering College (PEC), where both leaders have arrived. PM Modi, while addressing the gathering, said, “Coming to Chandigarh feels like coming home.”
During his address, the Prime Minister spoke about the historical laws that were imposed on Indians for punishment. He said that three years after the 1857 revolution, the British government introduced the Indian Penal Code in 1860. Later, the Indian Evidence Act and the draft Criminal Procedure Code (CRPC) came into existence. These laws were designed to punish Indians. Over time, amendments were made, but their fundamental character remained the same. PM Modi questioned why India should continue to carry the burden of laws made during colonial rule. He stated that the mentality of slavery had a significant impact on India’s development journey.
Home Minister Amit Shah spoke about the reforms, stating that there were many provisions and a new system had to be created. Chandigarh completed this difficult task in just five months, making it the first city in the country to do so. He mentioned that now, in any case, justice would be delivered within a maximum of three years, without repeated adjournments. This will become the world’s largest reform.
Senior Superintendent of Police (SSP) Kanwardeep Kaur provided PM Modi with a detailed demonstration on the actions taken by the police under the new laws—from initiating investigations, collecting evidence, conducting forensic investigations, filing charge sheets in court, to trials and ensuring punishment for the guilty.
